📌 Governance Policy to Encourage GC Voting Participation 📌 🌐 Background: 🔸 In May 2023, Klaytn implemented on-chain voting with the debut of Klaytn Square. 🔸 As of March 2024, there have been 46 on-chain votes by the Klaytn Governance Council, with 43 agendas approved, 2 rejected, and 1 postponed. 🔸 Despite all votes meeting the quorum, participation levels among GC members have varied. Some members have yet to participate in any voting since Klaytn Square's inception. 🔸 On average, votes see the participation of 16 GC members and 82 units of voting power, against the total voting power of 212. Policy Suggestions: 🔹 GC members who fail to participate in three consecutive votes will see their nodes temporarily removed from the Klaytn network. 🔹 A Klaytn Governance Proposal (KGP) counts as one vote, which may contain multiple voting items. 🔹 Temporary removals will be announced via the Klaytn governance forum immediately upon action. 🔹 Removed nodes will be reinstated upon participation in any vote thereafter, or automatically after 7 days, whichever comes first. 🔹 Abstentions recorded through Klaytn Square count as vote participation, as does expressing opinions on agendas in the governance forum without formally voting. 🔹 This policy will be in effect until the launch of the permissionless network and its associated governance framework.
